Lawrence Township is a suburban community that spans between Trenton
and Princeton, New Jersey with modest row homes to grand estates as
well as the Quakerbridge regional shopping mall. Clarke Caton Hintz was
hired to undertake a complete overhaul of the land development policies
of the municipality. Of particular concern to the municipality was the
refinement of age-restricted housing policy to include new residential
types that combine health care with housing, the establishment of a
comprehensive "greenway" trail system throughout Lawrence, improvements
to the transportation system, and the conversion of the Rt. 1 business
route from a highway to a commercial boulevard. The master plan for
Lawrence Township also included an innovative means of granting
additional floor area ratio to the shopping mall property in exchange
for the preservation of farmland. The amount of additional floor area
granted was related to an analysis of vistas that assigned greater
credit to better views. The master plan led to the complete redrafting
of the land use ordinance of Lawrence and the creation of a
redevelopment plan for the Rt. 1 business route corridor.
