Since 1989 municipalities in Burlington County have been authorized by state law to implement local Transfer of Development Rights (TDR) zoning programs. Under TDR the right to develop a property in an area where the municipality seeks to encourage farmland and/or open space preservation can be separated from the land and transferred (sold) to a developer(s) who will use it to build in another location which the municipality has planned for growth. In Chesterfield, a rural Township in northern Burlington County, CCH has planned the only comprehensive municipal TDR program in New Jersey. This award-winning plan includes a Master Village Plan for the "Receiving Area" consisting of 1,200 housing units, a new elementary school, a neighborhood commercial center and an expansive system of recreation/open space facilities. The firm has also prepared non-contiguous tract transfer of development plans for the following municipalities: • Lawrence Township (residential to retail) • Readington Township (residential to residential) • Washington Township (residential to residential) • West Windsor Township (residential to office)
